Oil spill and emergency response drill conducted in the Caspian Sea

The State Service of Maritime and River Transportation of Turkmenistan conducted comprehensive exercises aimed at preventing and responding to industrial accidents at oil and gas platforms and other facilities in the Turkmen sector of the Caspian Sea.
The comprehensive drill was organized in accordance with the 2026 Work Plan of the State Commission of Turkmenistan for Emergency Situations.
The multi-stage exercise was carried out in three phases. According to the scenario, an oil spill occurs in the city of Turkmenbashi at the «Zhdanov-A» platform located within the «Jygalybeg» oil and gas field in the Turkmen sector of the Caspian Sea. The operator at the Vessel Traffic Management Center of the Turkmenbashi International Seaport receives the incident signal and promptly notifies the Civil Defense and Emergency Services.
To mitigate the negative consequences of the emergency and minimize potential damage, the leadership of the Civil Defense convenes at the management center of the Turkmenbashi International Seaport, where specific objectives are defined and appropriate decisions are made. Reports on the deployed forces and assets from relevant services, enterprises, and organizations are reviewed in line with the response plan.
While operational decisions are being finalized, specialists from the Caspian Environmental Inspection board a specialized tugboat to conduct reconnaissance and monitoring at the scene, assessing the fire on the platform and the extent of the oil slick, as well as taking water samples to test quality in the incident zone.
Immediately following the approval of the response decisions, the mobilized maritime forces and assets arrive at the designated coordinates. Working alongside the Maritime Search and Rescue Service of the Turkmenbashi International Seaport, they begin executing the mission: oil containment booms are deployed to localize and skim the spilled oil.
Upon completing the measures to eliminate the impact and damage caused by the emergency, the Head of Civil Defense reviews reports from the leadership on the repair and restoration efforts, assesses the total damage incurred, and subsequently submits a final report with recommendations to the State Commission for Emergency Situations.
Following the completion of the comprehensive exercise, the Head of Civil Defense rated the response as «Ready» commending the operational efficiency in decision-making and the precision of the actions taken to manage natural and man-made emergencies in the Caspian Sea (https://turkmennebit.gov.tm).
