On April 11, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov presented a number of initiatives aimed at stabilizing energy cooperation at the Vienna International Energy and Climate Forum.
"We propose a number of practical measures aimed at improving and stabilizing energy realities and transitioning to a meaningful and far-sighted dialogue," noted Hero-Arkadag, whose speech was published on the TDH website.
"First, Turkmenistan once again draws attention to its initiative to develop a Global Security Strategy. Its main substantive concept is the indivisibility and interconnectedness of various security aspects, of which energy security is a key one," the Chairman of the Halk Maslahaty said.
"Second, Turkmenistan calls for the complete and guaranteed depoliticization of the energy sector." "It goes without saying how much the imposition of political conditions hinders sustainable development and has nothing to do with economic feasibility. In this regard, Turkmenistan proposes considering the development of an "Energy Code" under the auspices of the UN, which would clearly reflect its rejection of and refusal to politicize relations in this area," Hero-Arkadag continued.
"Third: we propose combining efforts to practically implement our country's proposal to create a universal UN international legal instrument aimed at global cooperation in the energy sector based on new principles, including regulating the production, transit, and consumption of energy resources," Gurbanguly Berdimuhamedov noted.
He added that, in developing its activities in this area, Turkmenistan "will submit a draft resolution for consideration by the UN General Assembly entitled 'The Key Role of Reliable and Stable Energy Connectivity in Ensuring Sustainable Development.'"
"Fourth: we call for free, stable, and non-discriminatory access to energy." This is not a privilege, but a natural and legitimate right of any people and state, regardless of its size, political structure, economic potential, or current geopolitical situation," said Hero-Arkadag.
"Turkmenistan is open to meaningful engagement with all interested parties on all the proposals presented and is ready to take a proactive role in the UN in conducting relevant consultations and negotiations," Gurbanguly Berdimuhamedov emphasized.
