Turkmenistan’s fuel and energy complex: results of the first quarter of 2026 and strategic priorities

The oil and gas sector’s performance in the first three months of the year was analyzed, and key tasks for implementing large-scale energy projects were outlined in Ashgabat.
On April 4, a reporting meeting to review the industry’s performance for the first quarter of 2026, a year being celebrated under the motto “Independent Neutral Turkmenistan – the Homeland of Purposeful Winged Horses”, was held at the Central Building of the Oil and Gas Complex of Turkmenistan. Its participants discussed the implementation of the tasks set by President Serdar Berdimuhamedov at the sitting of the Cabinet of Ministers on April 3 and considered specific paths for the further development of the country’s energy sector.
Opening the meeting, the Deputy Chairman of the Cabinet of Ministers of Turkmenistan Guvanch Agajanov emphasized that, thanks to the support of the head of state, the industry was consistently modernizing its material and technical infrastructure and was improving production processes. In this regard, the Deputy Prime Minister noted the importance of effectively implementing the strategic goals of the domestic fuel and energy sector. One of the key events of the period was the signing by the President of a Resolution authorizing the Türkmengaz State Concern to make a contract with CNPC Amudarya Petroleum Company Ltd. (PRC). This agreement envisages the turnkey design and construction of facilities within the fourth phase of the Galkynyş field development, including a facility for processing 10 billion cubic meters of commercial gas a year and for drilling the required production wells. The implementation of this project is intended to propel the national fuel and energy industry to a new level of development.
During the meeting, progress reports were presented by the Chairman of the Türkmennebit State Concern Guvanch Agajanov, the State Minister-Chairman of the Türkmengaz State Concern Maksat Babayev, the Head of the Türkmengeologiýa State Corporation Gurbangeldy Garliyev and heads of relevant associations and enterprises. The reports provided detailed information on oil and natural gas production results during the reporting period, on the increase in raw material exports and on the regular drilling of exploratory wells to expand the country’s resource base. Particular attention was paid to the progress of work at the Galkynyş field, the oversight of the construction of the Serhetabat–Herat section of the TAPI pipeline, known as “Arkadagyň ak ýoly”, and the ensuring of the smooth operation of production facilities. The exploration of new deposits, the adoption of digital systems and the expansion of cooperation with leading international companies were also discussed.
Concluding the meeting, Deputy Prime Minister Guvanch Agajanov underscored the need for the continuous monitoring of major investment projects and the introduction of innovative technologies into the industry. High-level preparations for the forthcoming International Scientific and Practical Conference “Turkmenistan – People’s Republic of China: 20 Years of Strategic Cooperation in the Gas Sector” were identified as a separate priority. After setting specific tasks before the heads of the Türkmengaz and Türkmennebit State Concerns and the Türkmengeologiýa State Corporation, the Deputy Prime Minister wished the complex’s employees every success in effectively addressing the tasks set by President Serdar Berdimuhamedov for the development of Turkmenistan’s oil and gas strategy.
