On February 13, President of Turkmenistan Serdar Berdimuhamedov held an expanded meeting of the Cabinet of Ministers to summarize the work completed in 2025 and hear reports from the Vice-Chairmen of the Cabinet of Ministers, several ministers, and regional governors. The agenda also included long-term socioeconomic development objectives for 2026 and personnel matters, TDH reports.
During the expanded meeting, Vice-Chairman of the Cabinet of Ministers Batyr Amanov reported on the work completed in 2025 to increase oil and gas production and expand supply routes to global markets.
As reported, the State Concern Turkmennebit fulfilled its oil production plan at 108.6 percent. Oil refineries fulfilled their oil refining plan at 108.8 percent. Gasoline production plan fulfillment was 108.1 percent, diesel fuel at 101 percent, petroleum bitumen at 284.6 percent, lubricating oils at 100 percent, and natural and associated gas at 101.7 percent. The growth rate of liquefied gas production reached 105.2 percent.
After hearing the report, the head of state announced his decision to dismiss Batyr Amanov from his position as Vice-Chairman of the Cabinet of Ministers and appoint Guvanch Agajanov, Chairman of the State Concern Turkmennebit, as Vice-Chairman of the Cabinet of Ministers for the Oil and Gas Complex, signing the relevant documents.
Expressing his heartfelt gratitude to the head of state for the high trust placed in him, Guvanch Agajanov assured him of his diligent work in this responsible position and wished the President of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty, Hero Arkadag, good health, longevity, and success in their work for the prosperity of the Fatherland and the well-being of the people.
Furthermore, in connection with his retirement, the head of state relieved Ashyrguly Begliev of his post as Advisor to the President of Turkmenistan on Oil and Gas Issues and signed a corresponding document.
Addressing Vice-Chairman G. Agajanov, President Serdar Berdimuhamedov emphasized the need to continue efforts in 2026 to develop the oil and gas industry to a modern level, increase volumes and expand routes for natural gas supplies to foreign markets, efficiently develop oil fields, implement modern technologies to increase the production capacity of oil and gas enterprises, and gradually develop the Galkynyş gas field.
The head of state also noted the need to accelerate the construction of the Turkmenistan–Afghanistan–Pakistan–India gas pipeline, particularly its key section, Arkadagyň ak ýoly–Serhetabat–Herat, and to increase the production capacity of the Turkmenbashi Oil Refinery Complex and the Seydi Oil Refinery.
President Serdar Berdimuhamedov also ordered that priority be given to intensifying geological exploration work to find mineral deposits, improving oil and gas science, and further developing cooperation with leading research centers in foreign countries, as well as systematically upgrading the qualifications of specialists in this field.
