Investment Forum 2026: Strategic vectors for international cooperation include the fuel and energy sector, transport and AI

At the 2026 Investment Forum held in Ashgabat, the Minister of Finance and Economy of Turkmenistan Mammetguly Astanagulov outlined strategic vectors for cooperation with foreign investors, Orient reports.

Speaking at the forum’s plenary session, Mammetguly Astanagulov identified key strategic areas for cooperation with foreign investors: modernizing the fuel and energy complex; developing the super-giant Galkynyş gas field; accelerating the construction of the TAPI gas pipeline section along the Serhetabat – Herat route, known as “Arkadagyň ak ýoly”; and upgrading the processing capacities of the Turkmenbashi and Seydi oil refineries.

According to the Minister, the focus in the electric power sector is shifting toward renewable energy sources; a hybrid wind-solar power plant is scheduled to launch in the Gyzylarbat etrap by the end of the year, while a high-capacity combined-cycle power plant is currently under construction in Turkmenbashi etrap.

A separate portion of the speech was devoted to digital transformation and the introduction of artificial intelligence technologies as drivers of economic growth. Astanagulov emphasized that the country is actively investing in smart energy systems, digital management, blockchain technology for cargo tracking, fintech, satellite monitoring and smart farming within the agro-industrial complex.

The Minister noted that, given Turkmenistan’s geographical position, the development of the North–South and East–West international transport corridors serves as a crucial magnet for investment.

The Minister of Finance highlighted major infrastructure projects: the commissioning of the Mary – Turkmenabat section of the 600-kilometer Ashgabat – Turkmenabat highway, the active construction of the Turkmenbashi – Garabogaz – Kazakhstan border route and the planned start of the Ashgabat – Dashoguz highway reconstruction.

Concluding his address, Astanagulov assured the international business community of full state protection for their capital, the existence of an established regulatory framework and readiness to implement new joint projects.
