The Korean international cooperation Agency (KOICA) invites qualified contractors to make request for a preliminary application to the design and construction of a training Center in the gas field in the Mary region, Turkmenistan. This project will be carried out with the financial support of the government of the Republic of Korea.
Title: design and construction of a training Center in the field of gas in the province of Mary, Turkmenistan.
Brief description of the construction:
Design and construction works: total area approx. 2,250m2.
Duration: 20 months from the effective date of the contract (Design 6 months Construction 14 months)
Budget: Approx. 2,550,000 USD.USA
The value added tax (VAT) in accordance with the laws of Turkmenistan, KOICA is not liable for the release.

Application type: International open competitive bidding with pre-qualification (PQ)
Selection of the winners of the auction:
- Evaluation of applications for participation in the auction pre-qualification;
- Evaluation criteria of proposal:
- Performance (30 points)
- Price proposal (70 points)
The bid price is equal to or less than the "expected price" and is equal to or greater than the "Minimum price".
Any rate that exceeds these two limits, may lead to disqualification of this bid.
- "Expected price" will be announced at the opening of trading after the calculation of the Average price of the four (4) selected proposals from 15 that will be randomly generated strictly in accordance with the standard system KOICA.
- Detailed information on the selection of the winner of the competition, the qualifying examination, the definition of "expected price" and "minimum price" will be explained on a Competitive conference.
Depending on the project performance (status of approval), the contract may be terminated.
The RFP document and the budget:
The document of request will be provided to qualified bidders participating in the auction, and the eligible bidders will be informed of the final fixed budget rates.

KOICA requires that bidders and contractors observe the highest standard of ethics during the procurement and execution of such contracts.
In pursuance of this policy, KOICA;
a) will reject a proposal for award of compensation if it determines that the Bidder recommended for award remuneration, participated in corrupt or fraudulent activities in competing for the contract.
b) recognize this contractor as unacceptable within the period determined by KOICA.
KOICA will offer closed bids from eligible bidders (which undergo a process of PQ) through a letter of invitation.
KOICA is not liable for any costs or expenses incurred by bidders in connection with preparation or submission of bids.
Interested bidders must send a letter or E-mail for the "Pre-application qualification".
For failure to provide all information required by the tender documentation, or the filing of an application not complying with the tender documents in all respects, responsible Bidder may lead to rejection of the application.
Qualification of application: All applicants must be licensed and certificated of construction authorized by law in Turkmenistan. (If it is a foreign company, they must have a license and a certificate for design and construction issued by the competent authority in their country) of a Foreign company that wants to bid must have a partnership with Turkmenistan
Permitted joint venture or consortium. (Percentage of leading company is more than 60%)
