The President of Turkmenistan, speaking at the first meeting of the Halk Maslakhaty, brought to the discussion of the forum participants questions about the main directions of socio-economic development in the draft state budget for 2019.
The main focus here will be to maintain stable high rates of economic growth through intensive development of industries and diversification of the economy, the implementation of large-scale and particularly important investment projects of international and regional importance, the head of state said.
In 2019, a significant part of capital investments will be directed to the development of production facilities for the production of hydrocarbons of such valuable products as polyethylene, polypropylene, high-octane gasoline. Large amounts of capital investments will be directed to the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, the President noted.
According to him, in the coming year, special attention will be paid to the development of electricity, construction of new and modernization of existing power plants, which will increase the volume of electricity exports to neighboring countries and provide it to domestic consumers.
The foundations of a number of industrial enterprises for the production of iodine and bromine will be laid in the chemical industry, the head of state said.
In the Investment program for 2019, much attention should be paid to the development of the transport complex and communications, the President said. -In the coming year, it is planned to allocate large amounts of capital investments for the construction and modernization of roads Ashgabat-Turkmenbashi, Ashgabat-Mary-Turkmenabat-Farab and Ashgabat-Dashoguz.
Successful implementation of the investment program of Turkmenistan will create thousands of new jobs, Gurbanguly Berdimuhamedov noted.
Social policy in 2019 should be directed on increase of level and quality of life of the population and creation of conditions for development of human potential on the basis of increase of efficiency of functioning of systems of health, education, culture and other activities related to the services sector, the President said.
According to him, the most important task is to ensure social protection of the population through measures to increase wages, pensions and scholarships (at least 10 percent).
The volume of financing of the social sphere should be at least 75-80 percent of the total expenditure of the State budget, the head of state stressed.
